Community Development Block Program
$5 billion/year formula program (by population, poverty, overcrowded housing, age of housing and growth lag); The program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons, shelters, and a wide-rage of public services.

Section 108 Loans Guarantee Program
Section 108 Loans Guarantee Program transform a small portion of CDBG funds into federally guaranteed loans large enough to pursue physical and economic revitalization projects

HOME Investment Partnership Program
HOME provides formula grants to States and localities that communities use—often in partnership with local nonprofit groups—to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income people.
